ECHA adds eight substances to the Candidate List for Authorisation

On 15 December, the European Chemicals Agency added eight chemical substances to the Candidate List of Substances of Very High Concern (SVHC) for Authorisation.

Following the unanimous agreement of the Member State Committee, ECHA added eight substances to the Candidate List, which now contains 46 substances in total. These eight substances, which are carcinogenic, mutagenic and/or reprotoxic (CMR) substances, can be viewed at:

As foreseen by REACH, a specific procedure will be followed to decide whether the substances should also be included in Annex XIV of the REACH Regulation, which constitutes the list of substances subject to Authorisation.

Companies manufacturing, importing or using these substances may have legal obligations resulting from their inclusion in the List. These obligations can apply to the listed substances on their own as well as in mixtures and in articles. A short summary of the obligations is available on ECHA"s website.

A further eight SVHc are subject to authorisation

The Member State Committee (MSC) adopted by consensus its opinion on ECHA"s draft recommendation to the European Commission for an update to Annex XIV (Authorisation List) of REACH.

The MSC agreed with ECHA that the following eight SVHCs should be subject to authorisation:

di-isobutylphthalate (DIBP)

diarsenic trioxide

diarsenic pentaoxide

lead chromate

lead sulfochromate yellow (C.I. Pigment Yellow 34)

lead chromate molybdate sulphate red (C.I. Pigment Red 104)

tris(2-chloroethyl)phosphate (TCEP) and 2,4-dinitrotoluene (2,4-DNT).

The MSC also agreed with ECHA that there are no grounds to recommend exemptions from Authorisation for these substances.

ECHA will take the MSC opinion into account when finalising its recommendation for Annex XIV which will then be transmitted to the Commission.
