Authorisation is the final stage of the REACH process of limiting the use of hazardous substances.

Substances of Very High Concern (SVHCs) on the Authorisation List cannot be produced or used after the sunset date, unless an authorisation has been granted for a specific use.

Authorisation will only be given if the benefits of continued use of the substance outweigh the risks or if the potential risks are considered to be limited or ‘adequately controlled’.

The substance will not be allowed in the future if Authorisation is not granted. The producer or importer of a substance is responsible for seeking Authorisation and proving the safe use of a substance. The time period for an Authorisation review is decided on a case-by-case basis, specific to each substance.

The European Chemicals Agency (ECHA) has set so-called sunset-dates of 42-54 months from January 2011 for the first six prioritised SVHCs as follows:

  •  4,4′- Diaminodiphenylmethane (sunset date August 2014)
  • 5-tert-butyl-2,4,6-trinitro-m-xylene (sunset date August 2014)
  • Benzyl butyl phthalate (BBP) (sunset date February 2015)
  • Bis (2-ethylhexyl)phthalate (DEHP) (sunset date February 2015)
  • Dibutyl phthalate (DBP) (sunset date February 2015)
  • Hexabromocyclododecane (HBCDD) (sunset date August 2015)
